June 2, 2025

MACOMB, IL - - Former Western Illinois University Dean of the College of Fine Arts and Communication (COFAC) Billy Clow has been posthumously honored as the Council of Administrative Personnel (COAP) Employee of the Year.
Clow's nominators noted his commitment and passion for the University.
"Billy brings energy, enthusiasm and a deep sense of purpose to everything he does," they said. "He consistently goes above and beyond the normal expectations of his role—not for recognition, but because he genuinely believes in the mission and values of the University. Whether supporting faculty initiatives, mentoring staff or advocating for student success, Billy's leadership is rooted in a sincere desire to make a meaningful difference."
His nominators also pointed to his work on bringing the new Goldfarb Center for Performing Arts to life.
"Billy was instrumental in bringing the Goldfarb Center for Performing Arts to campus," they said. "I don't think the building would be there now if it wasn't for Billy. His dream is being realized as we speak."
Memorial contributions in Clow's honor may be made to the Goldfarb Center for Performing Arts at WIU. Contributions may be sent to WIU Foundation & Development, 303 Sherman Hall, 1 University Circle, Macomb, IL 61455 or visit wiu.edu/honorbilly.
WIU president Kristi Mindrup said Clow's memory will be felt for years to come on campus.
"Billy Clow's lasting impact on Western Illinois University, the Goldfarb Center for Performing Arts, his colleagues, friends and especially students marks just the beginning of his lasting legacy of light, optimism and a physical place for community celebration of the arts in our region," Mindrup said.
The COAP Employee of the Year award aims to acknowledge exceptional performance by WIU employees who go above and beyond their regular duties, based on specific criteria. Nominations can come from supervisors, colleagues, faculty, students, staff or members of the community.
If you know of an employee who deserves recognition, nominations can be submitted at wiu.edu/human_resources/eom.
